This position is eligible to telework up to three (3) days a week, in accordance with the Statewide Telework Policy, and will be required to report to the office as needed/required. This is subject to change based on operational need and/or future return to office orders. The successful candidate must reside in California upon appointment.

Under the general direction of the Chief of Administrative Services (CAS) of the California Commission on Asian and Pacific Islander American Affairs (CAPIAA), Manager of Communications and External Affairs (MCEA) is responsible for planning, implementing, managing, and evaluating the efficacy of all external and communications matters for the commission, including stakeholder engagement and assisting with amplifying CAPIAA’s visibility in traditional and social media. This position is responsible for ensuring staffing of commission subcommittees, as necessary. MCEA is responsible for development and project management of of CAPIAA's annual report to the Governor and the legislature. This role operates at a professional and technical public relations level, utilizing creativity, innovation, and strategic thinking to enhance CAPIAA’s visibility and impact. The MCEA will oversee and  develop comprehensive communication strategies for API story telling and contributions to the state of California. Working closely with various stakeholders to create a unified communication plan and statewide toolkits, including languages other then English.  This position requires meaningful stakeholder engagement to boost public awareness, and encourage community participation across the state. Manages other staff. 

This position may require travel.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Bachelors degree in Journalism, Communications, Public Relations or equivalent work experience with minimum of 4 years. 
  • Experience developing issue papers and briefing materials, managing visits, and preparing follow-up materials.
  • Experience preparing reports, correspondence,briefing materials, developing and maintaining relationships with external partners. 
  • Outstanding interpersonal and public speaking skills to represent the organization with both internal and external audiences. Ability to learn and apply new skills. Ability to provide feedback and follow up on tasks and work extended hours
  • Knows when to act independently and when to consult for advice on decision-making.
  • Proven commitment to creating a work environment that celebrates diverse backgrounds, cultures, and personal experiences.
  • Extensive experience in film making, photography, video development editing and design to build relationships with various audiences to enhance a story preferred.  Familiarity with California political landscape.
